Action Itinerary

BUCK VAUGHAN • MARCH 27, 2026 • FRAUD RESPONSE PROTOCOL

🚨 PRIORITY: DO NOT SEND ANY WIRE INFORMATION OR FUNDS

No matter what Florence says — no wire info, no account numbers, no routing numbers, no cryptocurrency transfers. If you already shared anything, inform your bank immediately.

TODAY — March 27, 2026

IMMEDIATE ACTION REQUIRED

1

Retrieve the Check from FedEx

IMMEDIATELY — Today, March 27, 2026

📍 FedEx location where package is held/delivered

⚠️ DO NOT deposit, cash, or endorse this check. It is evidence.

📌 What to Do

  • • Pick up the package containing the check from Florence
  • • Do NOT open the envelope with bare hands if possible — use gloves or handle by edges (preserves fingerprints)
  • • Photograph the FedEx envelope — front, back, all labels, tracking number, return address
  • • Photograph the check — front and back, in good lighting, no flash glare
  • • Note the FedEx tracking number and save the shipping receipt
  • • Save ALL packaging — the envelope, any letters included, everything

🎒 What to Bring

  • • Phone (camera)
  • • Gloves if available
  • • Ziplock bag for evidence preservation

💬 What to Ask

  • • Request a printed receipt showing sender info, origin location, and delivery confirmation

📝 Document This

  • • FedEx tracking number
  • • Sender name and address on the label
  • • Date and time of pickup
  • • Photos of all items
2

File Police Report

TODAY — After retrieving the check

📍 Your local police department (non-emergency, walk-in or call)

📌 What to Do

  • • File a fraud/attempted fraud police report
  • • Explain: an unknown individual sent you an unsolicited check and is requesting your wire transfer information
  • • Specify this appears to be check-to-wire conversion fraud (advance fee fraud)
  • • Provide all documentation: photos, FedEx tracking, any text/email/phone records with Florence
  • • Request a copy of the police report number — you will need this for the bank and FBI filing

🎒 What to Bring

  • • The check (in packaging, do not hand over originals if possible — let them photograph)
  • • Your photo ID
  • • Phone with photos of evidence
  • • Printouts of any communications with Florence (texts, emails, call logs)

💬 What to Ask

  • • "Can I get a copy of the report number today?"
  • • "Should I file this as fraud, attempted fraud, or both?"
  • • "Do you recommend I contact the Secret Service field office for counterfeit instruments?"
  • • "Is there a detective unit that handles financial crimes I should follow up with?"

📝 Document This

  • • Police report number
  • • Officer name and badge number
  • • Department and precinct
  • • Date and time
  • • Any case number or reference number
3

Visit Your Bank

TODAY — After police report

📍 Your primary bank branch (in person, ask for a branch manager or fraud department)

⚠️ If you shared account/routing numbers with Florence, tell the bank NOW. They may need to issue new account numbers.

📌 What to Do

  • • Inform the bank that you received a suspected fraudulent check
  • • Show them the check but do NOT deposit it
  • • Provide the police report number
  • • Ask them to flag your account for fraud monitoring
  • • Ask about placing a temporary wire-transfer hold or requiring in-person verification for outbound wires
  • • If you have already shared ANY banking details with Florence, inform the bank immediately
  • • Ask about Positive Pay enrollment if available for your account type

💬 What to Ask

  • • "Can you flag my account for enhanced fraud monitoring?"
  • • "Can we add a wire-transfer restriction requiring in-person verification?"
  • • "Should I file a SAR (Suspicious Activity Report) or will the bank handle that?"
  • • "Do you have a fraud department I should speak with directly?"
  • • "Can you verify the issuing bank on this check through your network?"

📝 Document This

  • • Name of bank representative spoken to
  • • Any reference or ticket numbers
  • • Actions the bank is taking
  • • Any new security measures added to account

THIS WEEK — March 27 – April 3, 2026

FEDERAL FILINGS & VERIFICATION

4

File FBI IC3 Complaint

Within 24-48 hours — Online at ic3.gov

  • • Select "wire fraud" and "check fraud" as complaint types
  • • Include all details: Florence contact info, FedEx tracking, check details, communications
  • • Upload photos of the check and FedEx packaging
  • • Document the IC3 complaint confirmation number
5

File FTC Report

Within 24-48 hours — Online at reportfraud.ftc.gov

  • • Report as a check/wire fraud scheme
  • • Include IC3 complaint number and police report number
  • • Document the FTC reference number
6

Contact Secret Service (If Counterfeit)

Within 48 hours — Field office locator

  • • Secret Service has jurisdiction over counterfeit financial instruments
  • • Provide police report and all evidence
  • • Ask: "Is this check associated with any known counterfeit operations?"
7

Verify the Check's Issuing Bank Independently

Within 48 hours — Call issuing bank (number YOU look up)

⚠️ NEVER trust phone numbers, URLs, or contact info printed on the check itself. Scammers print fake bank numbers that route to accomplices.

  • • Look up the bank on the check using FDIC BankFind
  • • Call the bank's fraud department using the BankFind number, NOT the number on the check
  • • Ask: "Can you verify if check number [X] was issued?"
  • • If the bank doesn't exist in BankFind — it's a fictitious bank, check is 100% counterfeit
8

Preserve All Evidence Digitally

This week

  • • Save all text messages, emails, and call logs with Florence
  • • Screenshot any social media profiles or websites Florence referenced
  • • Create a timeline document of all interactions
  • • Store originals (check, envelope) in a sealed evidence bag or ziplock

ONGOING — Next 90 Days
